Penny was born in Illinois and was adopted at one week of age by her parents Bonnie and Charles Rusell Phillips. She graduated from Moline High School, during which time she met the love of her life and future husband Scott Ashbaugh. Penny was raised in the Mormon church. She gave birth to her first daughter, Pamela in November of 1992. On February 13, 1994 she married Scott in Reno, Nevada. In December of 1994 she gave birth to her second daughter Allison.
Penny worked many jobs that included security, US Census and City of Modesto, before becoming a stay-at-home mother. She was a very social person and enjoyed attending events in Central California. Her favorite meal was cheese pizza and Pepsi, which you could always find her eating, even to her last day. Penny fought a long hard battle with ALS, which she was diagnosed with in January of 2019.
Penny is survived by her children Pamela (Justin Caulkins) Ashbaugh and Allison Ashbaugh; grandchildren Izabella “Izzie” and Justin Scott “JJ”; parents Charles Russell and Bonnie Phillips; siblings Amy Stucky and Scott Phillips; and aunt Patricia Banks.
A celebration of life service will be held on June 24, 2023 at 2:00p.m. at Graceada Park in Modesto.
